Private Letter Ruling on Processed Condensate Product Exports In response to two specific applications, the U.S. Department of Commerce - Bureau of Industry and Security (BIS) issued private rulings to allow exports of processed condensate products, but has not issued blanket authorizations "There has been no change in policy on crude oil exports," said Jim Hock, Commerce Department spokesman White House spokesman Josh Earnest said "The fact is there has been no change to our policy on crude oil exports. As the Commerce Department has said, oil that goes through a process to become a petroleum product is no longer considered crude oil."
