<P align="center" style="font-size: 10pt"><B>Rogers Cable Prices Private Placement of US$350 Million Notes</B>


<P align="left" style="font-size: 10pt">TORONTO, March 8 &#151; Rogers Communications Inc.
and its wholly-owned subsidiary Rogers Cable Inc. (&#147;Rogers Cable&#148;) announced
today that Rogers Cable has priced a private placement in an aggregate
principal amount of US$350&nbsp;million (approximately C$463&nbsp;million based on
today&#146;s noon rate of exchange as reported by the Bank of Canada) 5.50% Senior
(Secured) Second Priority Notes due 2014 (the &#147;Notes&#148;). The Notes are being
priced at a slight discount to par to yield 5.548% per annum. The offering is
being made pursuant to Rule&nbsp;144A and Regulation&nbsp;S under the Securities Act of
1933, as amended (the &#147;Securities Act&#148;) in the United States and pursuant to
private placement exemptions in certain provinces of Canada and is expected to
close on or about Thursday, March&nbsp;11, 2004.


<P align="left" style="font-size: 10pt">Rogers Cable intends to use approximately C$314.5&nbsp;million of the net proceeds
to refinance the drawdown under its bank credit facility which was used to fund
the February&nbsp;23, 2004 redemption of its C$300&nbsp;million 9.65% Senior Secured
Debentures due 2014 at a redemption price of 104.825%. Rogers Cable intends to
use the balance of the net proceeds from this offering to repay other existing
indebtedness outstanding under its bank credit facility and for general
corporate purposes.

and may not be offered or sold in the United States absent registration or an
