INCOME TAXES	11. INCOME TAXES The provision for income tax expense for the three months ended March 31, 2021 and 2020 was $1.9 million and $2.6 million, respectively. The effective tax rate for the three months ended March 31, 2021 was 17.1% and differs from the federal statutory rate of 21% primarily due to a federal tax credit for energy efficient construction partially offset by state income taxes. The effective tax rate for the three months ended March 31, 2020 was 22.3% and differs from the federal statutory rate of 21% due to state income taxes. ​
