NOTE
9.
FAIR VALUE

At
December 31, 2019
and
2018
, our financial instruments included cash, cash equivalents, restricted cash, receivables, marketable securities, investments, accounts payable, and long-term debt. The carrying value of cash, cash equivalents, restricted cash, receivables, and accounts payable approximates fair value due to the short-term nature of the instruments. As our long-term debt was issued during the
third
quarter of
2019,
its interest rate is considered to approximate market rates at
December 31, 2019.
If our debt was measured at fair value within our consolidated balance sheets, it would have been classified as level
2
in the fair value hierarchy.

Marketable equity securities and U.S. Treasury securities available for sale are reported at fair values. Fair values for equity investments in private companies are
not
readily available, but are estimated to approximate fair value. Substantially all of the fair value is determined using observed prices of publicly traded securities, level
1
in the fair value hierarchy.
