Other Liabilities, Noncurrent [Abstract]

Other long-term liabilities consist primarily of liabilities related to certain derivative instruments as well as liabilities under agreements related to compliance with certain environmental regulations (see Note 18 — Legal Proceedings — Environmental Agreements). TVA guarantees repayment on certain loans receivable from customers of TVA's LPCs in association with the EnergyRight^® Solutions program. TVA sells the loans receivable to a third-party bank and has agreed with the bank to purchase any loan receivable that has been in default for 180 days or more or that TVA has determined is uncollectible. The transaction is accounted for as a financing arrangement. As of December 31, 2013 and September 30, 2013, the carrying amount of the financing obligation was approximately $186 million. As of December 31, 2013 and September 30, 2013, $37 million of this was current and included in Accounts payable and accrued liabilities. See Note 6.
